Now Cydi Offers Siri on iPad 2, iPod Touch & iPhone 4S

Finally it is here! A new Cydia tweak released by Ryan Petrich and Chpwn allows users to legally install the Siri on an iPad, iPhone, or iPod Touch running the iOS 5 or iOs 5.0.1. the new Siri port is legal and has been named as Spire. This port has been deemed as stable when installing the Siri on older iPhone, iPad and iPod Touch models unlike the H1Siri, that came with bugs and is illegal to use.

The port is compatible with the following devices:

1. iPhone 3GS
2. iPhone 4G
3. iPad 1
4. iPod Touch 3G
5. iPod Touch 4G

The Cydia tweak will work on all the above mentioned devices but will also need an iPhone 4S because the users require to have a SiriProxy Fork, where they use an iPhone 4S to set up a proxy and insert the required information easily. This is important as Apple still need an authorization to use the Siri.

It is recommended by the developers that to use a Wi-Fi network rather then a standard cellular network for downloading the file that is approx 100MB in size. The latest Siri port is available for free at the Cydia Store.

Chwpn stated that the Spire uses a new method to have the files important for Siri, thus it does not have the copyright issue encountered by previous attempts. Chpwn also explained that the issue why users have to still gain an authorization through their own server and an iPhone 4S with any such port.

However, Spire is not a complete solution. Apple still requires an authorization to use Siri, therefore information from an iPhone 4S is still required.

Why You Should Study Washington Long Term Care Insurance

Long term care insurance is a very common term in Washington nowadays as most people here are either buying it or thinking of buying one to hedge the high cost of care. It is not wise, however, to jump at the first policy that is offered to you, as each company that sells Washington long term care insurance has its own unique underwriting.

There is no doubting the efficacy of a long term care insurance (LTCI) policy as it happens to be the only product which guarantees access to quality care and financial protection. No wonder many people are considering it but only few of them have actually purchased a policy because the majority of Americans are scared that they might not be able to maintain the annual premium.

It?s true that in the past there have been cases of lapsed LTCI policies due to the failure of maintaining the annual premiums. However prevalent, this should not be a reason to discourage people from clinching their personalized LTCI policy. Always heed the advice of the experts which is to identify your health care needs first before buying a policy. One more thing that you should not ignore is the fine print of a potential LTCI policy as this usually contains the allowable benefit triggers.

If you are a resident of Washington, you have to be more agitated with the state?s cost of long term care (LTC) rather than the price of an LTCI policy as the former is increasing at a speedy rate.

Washington Long Term Care Insurance vs. Long Term Care Costs

According to Genworth Financial?s 2011 Cost of Care Survey, Washingtonians with family members in nursing homes have to fork out $85,712 annually for a private room. Semi-private rooms, on the other hand, cost $220 per day or $81,843 per annum.

Meanwhile, the monthly rate of an assisted living facility in Washington is $4,000, on average, but in the Seattle area people pay as much as $4,250 for a one-bedroom facility.

After a year of paying for a loved one?s LTC needs out-of-pocket, that?s when these residents will notice how their nest egg has dwindled so fast.

Avoid being a burden to the ones you love by starting a good plan that will ensure you of the best LTC services someday while protecting your assets.

Invest in a comprehensive LTCI policy which will provide you with full or partial LTC coverage. Your objective in purchasing a policy is, after all, to avoid paying the total expenses that you could possibly incur in a nursing home, assisted living facility, or at home. Get long term care quotes .

What?s paying an annual premium worth $1,500 or $1,700 if the total benefits that you could receive someday would amount to $500,000 given the rate of inflation protection that is provided by your policy?

Except for the air we breathe, there is no other free item in this world that is better than one which is paid for. Leave Medicaid to the poor and take time to study a Washington long term care insurance policy with a licensed LTCI representative in your area.

Zimbabwe: 11 drown in holiday boating accident (AP)

HARARE, Zimbabwe ? Zimbabwean state radio says 11 people died, most of them children, in a Christmas Day boating accident on a lake outside the capital.

The radio said Monday a pleasure boat capsized at Lake Chivero on Sunday, drowning 11 of 19 people on board. The children were on a holiday outing at the lake 20 miles (30 kilometers) west of Harare and were aged between five and 14, it said.

The radio identified seven of the children by name.

The radio report also said a wildlife ranger at the lake died Saturday when his canoe overturned in rough weather. The lake is also a conservancy, leisure resort and water-supply reservoir.

Boating accidents on the lake are largely blamed on poor enforcement of safety practices.

Sea Shepherd says drones find, photograph Japan's whaling fleet (Reuters)

SYDNEY (Reuters) ? Hardline whaling opponents attempting to stop Japan's annual whale hunt in the Antarctic said Sunday they had intercepted and photographed its whaling fleet using pilotless drone aircraft.

The Sea Shepherd Conservation Society said it located the Japanese factory ship Nisshin Maru off Australia's western coast Saturday using the drones, the first time this season it has made contact with the whalers.

However, other Japanese ships shielded the vessel "to allow it to escape," Sea Shepherd said in a statement.

"We caught them due west of Perth," founder Paul Watson told Reuters by satellite phone from the ship Steve Irwin. "For the next few days we will be chasing them. We are heading south."

The two drones are equipped with cameras and detection equipment and allow Sea Shepherd to monitor the whaling fleet from a distance, he said.

Watson said Sea Shepherd's three ships were well outside Antarctic waters when the Japanese vessel was seen. The Sea Shepherd waited for the Nisshin Maru after hearing from fishermen it had sailed through the Lombok Strait in Indonesia on its voyage to Antarctic waters.

The Sea Shepherd society's annual attempts to stop the Japanese whale hunt by "direct action" have been widely criticised by other environmentalists and governments, particularly Japan. However, it also has influential supporters.

Watson said sympathisers in New Jersey in the United States contributed to the cost of the two drones.

An international moratorium on whaling has been in place since 1986, but Japan exploits a loophole allowing whaling for scientific purposes to justify its annual hunt.

New Air Jordans cause nationwide shopping frenzy (AP)

SEATTLE ? Fights, vandalism and arrests marked the release of Nike's new Air Jordan basketball shoes as a shopping rush on stores across the country led to unrest that nearly turned into rioting.

The outbursts of chaos stretched from Washington state to Georgia as shoppers ? often waiting for hours in lines ? converged on stores Friday in pursuit of the shoes, a retro model of one of the most popular Air Jordans ever made.

In suburban Seattle, police used pepper spray on about 20 customers who started fighting at the Westfield Southcenter mall. The crowd started gathering at four stores in the mall around midnight and had grown to more than 1,000 people by 4 a.m., when the stores opened, Tukwila Officer Mike Murphy said. He said it started as fighting and pushing among people in line and escalated over the next hour.

Murphy said no injuries were reported, although some people suffered cuts or scrapes from fights. Shoppers also broke two doors, and 18-year-old man was arrested for assault after authorities say he punched an officer.

"He did not get his shoes; he went to jail," Murphy said.

The mayhem was reminiscent of the violence that broke out 20 years ago in many cities as the shoes became popular targets for thieves. It also had a decidedly Black Friday feel as huge crowds of shoppers overwhelmed stores for a must-have item.

In some areas, lines began forming several hours before businesses opened for the $180 shoes that were selling in a limited release.

As the crowds kept growing through the night, they became more unruly and ended in vandalism, violence and arrests.

A man was stabbed when a brawl broke out between several people waiting in line at a Jersey City, N.J., mall to buy the new shoes, authorities said. The 20-year-old man was expected to recover from his injuries.

In Richmond, Calif., police say crowds waiting to buy the Air Jordan 11 Retro Concords at the Hilltop Mall were turned away after a gunshot rang out around 7 a.m.

No injuries were reported, but police said a 24-year-old suspect was taken into custody. The gun apparently went off inadvertently, the Contra Costa Times reported.

Seventeen-year-old Dylan Pulver in Great Neck, N.Y., said he's been looking forward to the release of the shoes for several years, and he set out at 4:30 a.m. to get a pair. After the first store he tried was too crowded, he moved on to a second location and scored a pair.

"I probably could have used a half a size smaller, but I was just really happy to have the shoe," he said.

The frenzy over Air Jordans has been dangerous in the past. Some people were mugged or even killed for early versions of the shoe, created by Nike Inc. in 1984.

The Air Jordan has since been a consistent hit with sneaker fans, spawning a subculture of collectors willing to wait hours to buy the latest pair. Some collectors save the shoes for special occasions or never take them out of the box.

A new edition was launched each year, and release dates had to be moved to the weekends at some points to keep kids from skipping school to get a pair.

But the uproar over the shoe had died down in recent years. These latest incidents seem to be part of trend of increasing acts of violence at retailers this holiday shopping season, such as the shopper who pepper-sprayed others at a Wal-Mart in Los Angeles on Black Friday and crowds looting a clothing store in New York.

Nike issued a statement in response to the violence that said: "Consumer safety and security is of paramount importance. We encourage anyone wishing to purchase our product to do so in a respectful and safe manner."

The retro version of the Air Jordan 11 was a highly sought-after shoe because of the design and the fact that the original was released in 1996 when Jordan and the Bulls were at the height of their dominance.

Pulver said they were a "defining shoe in Jordan's career."

Other disturbances reported at stores in places like Kentucky and Nebraska ranged from shoving and threats to property damage.

In Taylor, Mich., about 100 people forced their way into a shopping center around 5:30 a.m., damaging decorations and overturning benches. Police say a 21-year-old man was arrested.

In Toledo, Ohio, police said they arrested three people after a crowd surged into a mall.

In Lithonia, Ga., at least four people were apparently arrested after customers broke down a door at a store selling the shoes. DeKalb County police said up to 20 squad cars responded.

In Northern California, two men were arrested at a Fairfield mall after crowds shoved each other to get in position for the Nikes, police said.

In Stockton, Detective Joe Silva said a person was taken into custody at Weberstown Mall on suspicion of making criminal threats involving the shoes. Police also were investigating an attempted robbery in the mall's parking lot. The victim was wrongly believed to have just purchased Air Jordans.

In Tukwila, Officer Murphy said the crowd was on the verge of a riot and would have gotten even more out of hand if the police hadn't intervened.

About 25 officers from Tukwila and surrounding areas responded. Murphy said police smelled marijuana and found alcohol containers at the scene.

"It was not a nice, orderly group of shoppers," Murphy said. "There were a lot of hostile and disorderly people."

The Southcenter mall's stores sold out of the Air Jordans, and all but about 50 people got a pair, Murphy said.

Shoppers described the scene as chaotic and at times dangerous.

Carlisa Williams said she joined the crowd at the Southcenter for the experience and ended up buying two pairs of shoes, one for her and one for her brother. But she said she'll never do anything like it again.

"I don't understand why they're so important to people," Williams told KING-TV. "They're just shoes at the end of the day. It's not worth risking your life over."

Prosecutors not investigating Dutch TV cannibalism

(AP) ? Dutch prosecutors are not investigating a case of apparent cannibalism on a Dutch TV show in which presenters appeared to consume tiny pieces of each others' flesh that had been surgically removed.

Amsterdam prosecution spokeswoman Yvonne van der Leede said Thursday no investigation is under way. Thijs Verheij, spokesman for broadcaster BNN, said doctors and others involved in the stunt may have broken laws but police probably have more important things to do. BNN has insisted the case is not a hoax.

The show "Guinea Pigs" aired Wednesday and showed footage of what appeared to be the removal of tissue from a buttock of one presenter and the waist of another. In front of a studio audience, the pair described cooked fatty tissue as rubbery and disgusting, and muscle as indistinguishable from other meat.

Loss, fear, threats drive North Korea's mass grief (AP)

BEIJING ? The scenes of mass grief coming from North Korea ? people falling to the ground weeping and cries of anguish amid somber crowds ? look forced.

More than theatrical, the mass mourning over the death of dictator Kim Jong Il is being driven by a mix of forces. Loss and fear of an uncertain future ? the same emotions that many feel at the death of a loved one ? become contagious in crowds. Added to that are the perils of crossing a police state. Self-interest is at work too, as many North Koreans work for the ruling Workers' Party, the military and state companies and institutions.

When Kim's father, North Korean founder Kim Il Sung, died in 1994, the mourning proved infectious to Kim Yeong-nam. No relation to the country's leaders, Kim said fellow university students in Sinuiju city near the Chinese border wailed spontaneously at news of the death. In the days that followed, Kim found the solemn music and eulogies at staged events at public statues made him cry, even though he did not like the country's founder.

"They play songs and do everything they can to create a somber mood," said Kim, who defected to South Korea in 1998 and now runs an art troupe of fellow defectors.

Poor and largely isolated from outside information, North Koreans grieve in an atmosphere that is part family mourning, part coercion. The pressures to be part of a group that are present in all societies exert an especially strong force when the costs for resisting them are harsh. Its rigid controls on ordinary life make North Korea different in intensity, but hardly an exception.

Millions of Egyptians thronged Cairo's streets, crushing scores to death, for the funeral of President Gamal Abdel Nasser in 1970 even as his authoritarian repression left the country unstable. Palestinian communities erupt in cries of anguish and rage in response to deadly Israeli raids. Much of Britain, and the world, swelled in grief after Princess Diana's death in a car crash in 1995, though her life had been tabloid fodder for years.

It's the bandwagon effect: a powerful urge to belong to a group that impels people to behave in ways they might not ordinarily.

"Mourning, like laughter, is contagious in a social network," said Scott Atran, an American anthropologist who studies the psychology of groups at France's National Center for Scientific Research. Smoking and obesity, among other traits, he said, are often tied to the influence of a person's social mix.

"People usually believe they are slightly exceptional to the norm. But if they want to be part of the group they overexaggerate and go toward the extreme of what they think the norm is," Atran said.

Such behavior is more pronounced among East Asians, whose societies are more geared toward the family and larger groups than Americans and other Westerners. Shown a picture of a school of fish with one outlying fish, Americans tend to describe the outlier as a "go-getter" while East Asians say the fish has been "punished" or "ostracized," he said.

The pressures to belong are accentuated in North Korea. Its government rigidly defines social norms and portrays the leader as a protective father who keeps the nation safe and is deserving of total obedience in return. The message is inculcated through absolute control over the school curriculum and the media.

"Bad things have happened to North Koreans who refused the cult of personality around Kim Jong Il. Once in the habit of complying with cult norms, it is not easy suddenly to stop," Clark McCauley, a psychology professor at Bryn Mawr College, said in an email. Even victims of persecution, he said, sometimes come to regard the leader as a great man, regardless of their personal suffering.

North Korean media cued the tearful public response from the moment Kim Jong Il's death was announced Monday. A woman announcer, dressed in a black traditional robe, read the announcement in a voice that choked back tears, extolling him as a father who "valued and loved the people very much and always shared weal and woe with them."

An older man in glasses and dressed in a blue Mao-style tunic, shown on state television, sobbed to his colleagues while he recounted a visit by Kim Jong Il, often called the "general," to their theater company.

"General Kim shook my hand and overly praised us for doing a good job. But then today the general suddenly left us. It can't be true. It can't be true. How could the general leave us?" he said, his balding head dropping down on the desk in front of him, his shoulders shuddering. Younger women wept.

Not all North Koreans are likely to feel genuine remorse and some may even be hoping for change. Recurring famines and economic distress have wracked much of the country over the past 15 years, particularly interior provinces outside the largesse of Pyongyang, the showcase capital, and far from the Chinese border, where smuggling and trade have blunted the misery.

Kim, the defector, said North Korean state television mainly focused on mourning among the better-off residents of Pyongyang. "Even they might be crying out of fear for their own future without a familiar leader rather than out of a sense of loss," he said.

The scenes from North Korea ring true for older Chinese who remember the death in 1976 of Mao Zedong, the revolutionary leader whose radical policies killed millions and impoverished China but whom they were all taught to worship as a godlike father.

"When the father dies, to the family it's like the main roof beam of the house has collapsed," said Yu Zhixue, an artist and ethnographer, who was 41 at the time. "Under the rule of a single party, the people have no other choice. Whether their life is good or bad, the people have to live under that regime. When he dies, it's like the sky has collapsed, and it's like the whole nation can't live any longer."

Like China in those days, North Korea is isolated, depriving people of information to compare their lives with other societies. The hold of the Workers' Party reinforces the message that North Koreans are vulnerable to aggression from the U.S. ? the nemesis since the Korean War ? and in need of a protective leader, said Brian Myers, an expert on North Korean propaganda at Dongseo University in Busan, South Korea.

Kim Jong Il, like his father Kim Il Sung, is portrayed as both a strong father figure and a nurturing mother in an almost biological relationship with the people, Myers said. Propaganda, he said, even refers to the leader as "the head of the national organism."

"The tears the people are shedding are not tears of sadness but tears of fear and uncertainty about the future," Myers said. In interviews with refugees and on a trip to North Korea in June, he said he was told "the reason they felt secure was because they had a good general watching over them. Now that the general that protected them has died and they have the young general they know little about, it is understandable they would feel uncertainty over the future."

?The Greatest Nation in the History of the Earth?

In the summer of 2010, Newsweek concluded that Finland, followed by Switzerland, is the best country on earth, citing a composite score based on education, health, quality of life, economic dynamism, and political environment. One could also argue quality of life per se determines the best country, in which case the winner by Newsweek?s metric is Norway. America ranked No. 11 overall and No. 9 on quality of life. The United Nations? Human Development Index has us at No. 4, behind Australia, the Netherlands, and?again?Norway. The Heritage Foundation?s Index of Economic Freedom likes Singapore and Hong Kong the best, but we?ll nix them as candidates for overall bestness for their lack of political freedom. Then come Australia, New Zealand, Switzerland, Canada, Ireland, Denmark, and finally the United States.

'Skins?hurt Giants' playoff hopes

Rex Grossman, Niles Paul

By TOM CANAVAN

updated 5:59 p.m. ET Dec. 18, 2011

EAST RUTHERFORD, N.J. - If the New York Giants miss the playoffs once again, they have only themselves and the Washington Redskins to blame.

Rex Grossman threw a touchdown pass and the Redskins put a major hurt on the Giants and their playoff hopes with a dominating 23-10 victory Sunday in a game in which New York showed little desire with much on the line.

"I'm very disappointed in how we played today," coach Tom Coughlin said after the Giants (7-7) fell a game behind Dallas (8-6) in the NFC East with two games left in the regular season.

"I accept responsibility for it. But I expected to see more ? quality execution ? and we didn't get that."

Surprisingly, Washington (5-9) looked very much like a playoff team in winning for only the second time in 10 games and embarrassing the Giants for the second time this season.

Grossman and the offense held the ball for 35 minutes, while the defense picked off Eli Manning three times and didn't allow a touchdown until the final minute.

"They had a lot at stake and obviously we didn't and I'm pleased the way we played," Redskins coach Mike Shanahan said.

Coming off an emotional win over Dallas on Sunday night in a game that gave them control of their own destiny, the Giants showed nothing after a couple of early interceptions.

"I didn't see the passion in us today," running back Brandon Jacobs said. "We didn't play well. We disappointed each other and our fans, and we've just got to play better. I can't tell you why."

The Giants still control their destiny. If they beat the Jets and the Cowboys in their final two games, they will win the division.

The Cowboys play the Philadelphia Eagles next weekend and could wrap up the division if the Giants fall in their rivalry game with the Jets.

"I still have confidence," Giants defensive captain Justin Tuck said. "We laid an egg today, but I've seen us rebound from things like this a lot of times. There's no quit in our guys. This was kind of an eye-opener. We have to keep the intensity going the whole game, and we didn't maintain it today.

Washington never trailed in spoiling what the Giants hoped would be another step in their run to the playoffs. The Redskins took the crowd out of the game early, opening a 17-0 lead and they were never threatened.

Grossman threw a 20-yard scoring pass to Santana Moss, Darrel Young scored on a 6-yard run after one of the Redskins' interceptions and Graham Gano kicked three field goals.

Former Giant and current Redskins defensive tackle Barry Cofield enjoyed spoiling the party hopes of his former teammates.

"A party broke out for us. I'm proud of how we came out and played," Cofield said, adding Washington has played well in recent weeks.

This loss was the fifth in six games for the Giants, who are in danger of missing the playoffs for the third straight year.

The scenario has been the same each season. New York starts the season quickly and then falters down the stretch, playing some unbelievably bad games with the postseason on the line.

This season it has been another collapse after a stunning win over New England left them at 6-2. They lost four in a row and then last week seemed to grab command again by rallying in the fourth quarter to beat the Cowboys in Dallas.

Again, with the playoffs in their grasp, they came out flat against the Redskins, who had already been eliminated from playoff contention.

Even a couple of gift interceptions by Grossman in the first quarter didn't help.

Gano gave Washington the lead on its second series with a 36-yard field goal that was set up in part by a 19-yard pass from Donte' Stallworth on a third-and-12 from the Giants 39.

Grossman, who finished 15 of 24 for 185 yards, pushed the lead to 10-0 early in the second quarter with his TD pass to a wide-open Moss on third-and-8.

If the touchdown had the fans muttering, there was no hiding their feelings minutes later after Oshiomogho Atogwe intercepted a pass that deflected off the hands of running back D.J. Ware and returned it 26 yards to the Giants 41. Nine plays later, Young scored and the fans let the team know it was sick of being let down.

Manning, who finished 23 of 40 for 257 yards, finally got the Giants on the board just before halftime, setting up Lawrence Tynes for a 40-yard field goal.

Instead of gaining momentum, the Giants gave the points right back. DeAngelo Hall made a one-handed interception on the second offensive play of the third quarter. His 26-yard return set up Gano's 43-yard field goal for a 20-3 lead.

After Tynes missed a 44-yarder on the next series, Gano opened the fourth quarter with a 25-yarder to make it 23-3.

Ahmad Bradshaw scored on a 3-yard run with 33 seconds to play for the Giants' touchdown.

The Giants were their own worst enemy. Hakeem Nicks dropped what might have been a 54-yard scoring play on their second series on a play in which he got behind the defense and had the pass hit off his facemask as he looked back into the sun.

That's the way the day was for the Giants, who had only a few faithful fans in the stadium when they scored their touchdown.

NOTES: Giants DE Jason Pierre-Paul followed his NFC defensive player of the week award with a 16-tackle performance that included a sack. ...Giants DE Osi Umenyiora (knee) and C David Baas (neck) each missed their third straight game. ...London Fletcher led the Skins with 12 tackles. ...CB Josh Wilson had Washington's other interception, picking off Manning in the end zone in the fourth quarter. ...CB Corey Webster and S Kenny Phillips had the Giants interceptions.

Lady Gaga Leads List of Top-Earning Female Singers

She was born to be a megastar, apparently. With a staggering $90 million earned in 2011, Lady Gaga made more money than any female singer, by a mile.

Taylor Swift was second with half of that total ... a paltry $45 million.

Katy Perry was right behind Swift with $44 million, while Beyonce Knowles and Rihanna finished off the top five, earning $35 million and $29 million respectively.

That Crazy Gaga

Gaga's impressive earnings were mainly due to her tour, which grossed $1.3 million a night, as well the Born This Way singer's many endorsement deals.

The earnings estimates were compiled by Forbes with help from data from Pollstar, RIAA and others, as well as extensive interviews with industry insiders.

The totals encompass all aggregate pre-tax income earned from May 2010-May 2011, before expenses, i.e. subtracting agent and manager fees, and so on.

Govt to adopt strict new limits on chimp research (AP)

WASHINGTON ? Days in the laboratory are numbered for chimpanzees, humans' closest relative.

Chimps paved astronauts' way into space and were vital in creating some important medicines. But the government said Thursday that science has advanced enough that from now on, chimpanzees essentially should be a last resort in medical research ? a move that puts the United States more in line with the rest of the world.

Chimps' similarity with people "demands special consideration and respect," said Dr. Francis Collins, director of the National Institutes of Health.

His move came after the prestigious Institute of Medicine declared that most use of chimpanzees for invasive medical research no longer can be justified ? and that strict new limits should determine which experiments are important enough to outweigh the moral cost of involving this species that is so like us.

"The bar is very high," said bioethicist Jeffrey Kahn of Johns Hopkins University, who led the institute panel.

The group stopped short of recommending an outright ban, saying a handful of research projects today might still require chimps ? but more importantly, that the animals might be required in the future as new diseases evolve and emerge.

Animal welfare groups welcomed the change but continue to push for Congress to pass legislation that would go a step further and phase out all invasive chimp research.

"Chimpanzees have provided limited value in research settings, and now alternative methods have been developed that will make their use all but obsolete," said Wayne Pacelle, president of the Humane Society of the United States.

But some scientists say it's not that big a change because chimp studies already were dwindling fast as researchers turned to less costly and ethically charged alternatives.

"The use of a chimpanzee in biomedical research is the rare exception," said Dr. Thomas Rowell, who directs Louisiana's New Iberia Research Center, one of five research centers that houses chimps and other primate species used in both government- and privately financed studies.

It's not clear exactly how many of the nation's 937 research chimps ? 612 of them owned by the NIH ? are in the midst of experiments that would be affected by the new standards and could be moved into retirement instead. Most of the chimps are fairly old, as the nation has had a moratorium on breeding since 1995.

But Collins temporarily barred new government-funded studies involving chimps as his agency began implementing the recommended restrictions. Also, a working group will decide whether to phase out about 37 ongoing projects, about half of which Collins said probably don't meet the new standards.

These apes' genetic closeness to humans ? the genome is about 99 percent identical to ours ? has long caused a quandary, making the animals valuable to medical researchers for nearly a century but also sparking ethical and emotional questions about how they are housed and used.

"They are highly intelligent. They live in complex social settings, and they live for a very long time," said evolutionary anthropologist Anne Pusey of Duke University, who once worked with chimp expert Jane Goodall in Tanzania and manages an archive of Goodall's field data on the animals.

"When you enclose a chimp in a very small cage for 50 years, it really is cruel and unusual, even regardless of whether you're doing invasive things to them," she added.

The U.S. is one of only two countries known to still conduct medical research with chimpanzees; the other is Gabon, in Africa. The European Union essentially banned such research last year.

Thursday's decision was triggered by an uproar last year over the fate of 186 semi-retired research chimps that the NIH, to save money, planned to move from a New Mexico facility to an active research lab in Texas. They are staying put for now.

The Institute of Medicine's investigation found over the past 10 years, the NIH has paid for just 110 projects of any type that involved chimps. Most involved hepatitis C, a liver virus that infects only humans and chimps. Some involved HIV, a disease that scientists now know is better to study in rhesus monkeys. Still others involved comparing the genetics of chimps and humans, or behavioral research examining such things as development and mental health.

The institute recommended two different sets of restrictions. Biomedical research ? testing new drugs or giving chimps a disease ? should allow using the apes only if studies could not be done on other animals or people themselves, and if foregoing the work would hinder progress against life-threatening or debilitating conditions. The panel said behavioral and genetic research, while less controversial, nonetheless should be limited to studies that provide insights otherwise unattainable, using techniques that minimize any pain or distress.

The institute combed research files to see what types of projects would fit those strict criteria ? and could come up with only a handful, such as a possible need to test vaccines against hepatitis C in the animals. But the panel concluded chimps aren't needed to study cancer or a host of other diseases or even to test most drugs.

The standards wouldn't automatically apply to privately funded pharmaceutical research, although the industry, too, is shifting away from use of chimps. One drug company, GlaxoSmithKline, adopted an official policy ending its use of great apes, including chimpanzees, in research.

Russia pledges at least $10 billion to save euro (AP)

BRUSSELS ? Russia, hoping to keep its largest export market from collapsing, will give at least $10 billion to the International Monetary Fund to help support the struggling euro currency, an aide to President Dmitry Medvedev said Thursday.

Russian officials have said in the past that the country would offer up to $10 billion. But Arkady Dvorkovich, a Medvedev economic adviser, indicated the total may be greater because Russia has a big economic stake in the European Union, where a debt crisis is dragging down economies and the 17-nation eurozone.

"We are ready to contribute our part via the IMF. We are committed to do it. Ten billion dollars is the minimum commitment," Dvorkovich told journalists reporting from the 28th EU-Russia summit in Brussels, where other major issues included visa liberalization and the contentious Russian election.

Russia exports more to the EU than to any other market, and Russia is the EU's third-largest trading partner. Total trade amounts to euro245 billion ($318 billion). Russia also is the EU's most important source of energy imports, accounting for nearly a quarter of its natural gas consumption and 30 percent of its oil.

In opening remarks, Medvedev said "it is no secret" that the EU is Russia's major economic partner and that Moscow is worried about the euro's troubles.

European Council President Herman Van Rompuy, meanwhile, acknowledeged that Russia and the EU "are strongly interdependent." Van Rompuy is hosting Medvedev for the twice-yearly meeting.

Russia's ambassador to the EU, Vladimir Chizov, said Medvedev would be ready for any questions about alleged election fraud in Russia's Dec. 4 parliamentary elections.

The EU has avoided overt criticism of the elections, which have sparked mass protests in Moscow and other cities. But European parliament speaker Jerzy Buzek called Wednesday for new free and fair elections and a probe into reports of fraud and intimidation.

"The voice of the people protesting on the streets for more than one week must be heard," Buzek said.

Still, economic issues were dominating the talks, which come as the World Trade Organization is set to approve Russia's membership. Russia ? the largest economy still outside the WTO ? had been trying to join for 18 years. A Swiss-brokered deal with Georgia last month cleared the last major hurdle for Russia.

Medevedev thanked the EU for its support of Russia's candidacy, saing "it will give a strong impulse to our cooperation."

The two sides also are set to launch, after years of negotiations, a set of joint steps that will lead to visa-free travel for Russian citizens ? a long-standing irritant in relations. The measures include the introduction of biometric passports, as well as improved border management to combat transnational crime, terrorism and corruption.

Chizov said Syria and Iran were also among topics of discussion. Russia has blocked a bid by the United States and EU nations to impose sanctions against Syria, where a government crackdown on dissidents has killed thousands, and opposes any further moves on Iran, whose nuclear program worries the West.

Consumer inflation unchanged in November

By Reuters

U.S. consumer prices were flat in November as Americans paid less for cars and gasoline, while the 12-month inflation reading fell for the second straight month, which could give the Federal Reserve more room to help a still-weak economy.

The Labor Department said on Friday the Consumer Price Index was unchanged last month. Economists had expected an increase of 0.1 percent after a drop of 0.1 percent in October.

Prices rose 3.4 percent in the 12 months through November.

That is off from the 3-year high of 3.9 percent clocked in September, and Friday's report backs the view that the spike in inflation is subsiding.

Economists and investors see inflation cooling over the coming months, which could help convince the Federal Reserve to do more to bring down the country's 8.6 percent unemployment rate.

Earlier in the week, the Fed warned that turmoil in Europe presents a big risk to the U.S. economy, and policymakers left the door open to possible further steps to boost growth.

Fed officials are divided among those who think high unemployment and sluggish growth require more action and those who view the central bank's already-aggressive efforts as bordering dangerously on an invitation to inflation.

Most economists have said the Fed's next meeting on Jan. 24-25 would be the more likely occasion for any new moves to add to the U.S. central bank's already extraordinary push to bring down borrowing costs and help growth.

Food prices rose 0.1 percent, while gasoline fell 2.4 percent.

Outside food and energy, prices climbed 0.2 percent in November.

In a sign that could give pause to policymakers still concerned about inflation, core prices rose 2.2 percent in the 12 months through November, up from 2.1 percent in October.

The U.S. central bank has held overnight interest rates near zero since December 2008 and has bought $2.3 trillion in government and mortgage-related bonds in a further attempt to stimulate a robust recovery.??

Rite Aid 3Q loss narrows as sales climb (AP)

Rite Aid Corp. says its third quarter loss narrowed, as sales at stores open at least a year improved and the drugstore operator more than doubled the number of flu shots delivered.

The third-largest U.S. drugstore chain says it lost $54.5 million, or 6 cents per share, after paying preferred dividends in the latest quarter. That compares to a loss of $81.5 million, or 9 cents per share, a year ago.

Revenue climbed nearly 2 percent to $6.31 billion.

Analysts were expecting a loss of 12 cents per share on $6.29 billion in revenue.

The Camp Hill, Pa., company says sales at stores open at least a year climbed 2 percent, driven by an increase in pharmacy business.

Rite Aid had 4,679 stores as of Nov. 26, down 62 from a year ago.

FAMU president postpones work of hazing task force

(AP) ? Florida A&M University's president says a university task force he appointed last month after the death of a marching band member won't start its work until other agencies conduct their own investigations.

James H. Ammons said in a news release sent early Friday that the work of the task force was being postponed so the school could fully cooperate with investigations by the Florida Board of Governors, Orange County Sheriff's Office and Florida Department of Law Enforcement. The task force had been scheduled to meet Monday.

Robert Champion was found unresponsive on Nov. 19 on a bus parked outside an Orlando hotel after a school football game. His death has sparked a criminal investigation as well as a probe into whether FAMU has ignored past warnings about hazing.

Shopycat Recommends Gifts for Your Facebook Friends [Gift Ideas]

Shopycat Recommends Gifts for Your Facebook FriendsFinding the right gift isn't always easy, but new Facebook app Shopycat can take advantage of what your friends say they like and offer up suggestions for what to buy. It's like your little elf assistant on Facebook.

Whether you're a big Facebook user or not, the app is pretty handy because of the personalized gift recommendations based on stuff your Facebook friends "like," their status updates, and interests in their profiles. Shopycat matches those interests and likes with product catalogs from Wal-Mart (the app was developed by the big box retailer), Barnes & Noble, RedEnvelope, and other retailers.

Shopycat thought Jason Chen would like a poker video game (since he likes both poker and games), Adam Pash a laptop sleeve (because it's practical yet slick), and Whitson would like a Snuggie with a tattoo design (I seriously hope that is a Shopycat joke). I'll have to check back with them later to see if those are good gifts. For me, the app recommended the Lifehacker: The Guide to Working Smarter, Faster, and Better book. Very astute.

Indian shops protest entry of foreign retail (AP)

NEW DELHI ? Shops around India closed their doors Thursday in a strike called to protest a new policy to allow big-box retailers into the country.

Opposition lawmakers again forced Parliament to adjourn, demanding the government immediately rescind last week's decision.

Hundreds of traders marching in New Delhi burned Prime Minister Manmohan Singh in effigy and waved signs calling for the rollback of the policy. One sign showed foreign investment as a raging dinosaur.

The strike called by the Confederation of All India Traders was only partially observed in New Delhi, Mumbai and other cities, with many shops still open and others only closing for a few hours.

The Cabinet decided it would allow foreign retailers to own up to 51 percent of supermarkets and 100 percent of single-brand stores and set up shops in major cities.

The government says the foreign retailers will help build up infrastructure, reduce the amount of food that spoils and lower prices for consumers hit by high food inflation. Shopowners fear the entry of companies such as Wal-Mart and Tesco will crush local mom-and-pop stores and eliminate millions of jobs.
